Many in the industry felt that Windows 7 would be the last 32 bit OS offered, that the next would be 64 bit only (with a possible 128 bit version). This will likely remain the case until MS decides to dump 32 bit development of OS's. This even remains the case with Office 2013, 32 bit being the recommended install. Performance wise, there's not enough difference between the two to switch, or we all would be doing so. Not because there's no 64 bit Flash (IE & non-IE) & Java (there has been both for some time), it's just that at this time, few wants them.
Only IE has a true 64 bit browser to date, others has launched then (Mozilla), but has never gained popularity with the masses. Secondly, even today, there are still mixed 32 & 64 bit computers in some environments (both Home & Business), so the 32 bit is still recommended.
First, there were a lot more 32 bit computers still on the market at the time, so it was no big deal. Back when Office 2010 was released, it was recommended to install the 32 bit version, for more than one reason.
